I haven't read OPM for some time, but Saitama does actually get serious and move to save people because while he doesn't think of himself like a big hero, he IS ACTUALLY a hero. His perception of danger is skewed, but his character and actions make sense. He exists in the world and interacts with it, unlike Cid which doesn't even seem to believe that any of it is real.

This extends to the story, which is my complaint about tension. Nothing feels in peril since actual escalation might break Cid's illusion bubble. Named characters will be put in danger and then be saved by the good guys while Cid LARPs about being a small birthday boy or something. 30 dead students? Whatever, he got to do his act! Wasn't that cool?

have you missed the point that Cid is a deranged psychopath? Normal people don't do murder, hell even soldiers defending their literal children from invading army that wants them all dead aren't okay with all those soldiers they end up killing. while Cid is completely unfazed by all the bloodshed. he's not normal.
