No, if it's your dad's cousin through the cousin's mother lets say then yes it could be your dads uncle or even your dad's father (your grandfather) but it could just as easily be the cousins paternal uncle which would have no blood relation to you (or very distant depending on how much inbreeding goes on in your family).
