They just founded it. So it's just the core girls and maybe a couple dozen or so rescues? It's more than just the Shadows if they're building Mitsugoshi, but they certainly don't have the hundreds of girls that they've got by the time the main story really starts.

It's a little unclear how quickly it's actually growing. This chapter just spelled out that right now only Cid, Alpha, and Epsilon can fix the Possessed, so recruiting should be slow.

Unless they rescued a whole gaggle of Possessed at once.

Even in the present storyline, only those three are known to be able to cure Possession. If I recall, after the 2 years timeskip(which is this story), they grew to around 600 members without Cid knowing, so only Alpha and Epsilon is around to cure them(aside from Victoria/Number 559 whom Cid personally saved).

See this is why I don't like Epsilon, instead of trying to be good at something she just tries to drag others (and by others I mean Beta) down. She doesn't even like Cid that much, she just wants to seduce him to secure her own position. Everything nice that she does just has the air of being manipulative around it.

I don't think her history was ever revealed. The only known thing about her is she is part of Zeta faction, but that's all about it. We don't even know if she were ever possessed.

I just started the game about a month ago and still on part 4 of Seven Shadow Chronicles. The progress of story is a slog because the battle is just too exhausting. I'm currently doing the apocrypha, Requiem for Scattered Shadows. The story is interesting, there is only 1 battle each part and completely optional.
