Nah, Utopia types are easily evil, just not on an individual scale. She can be nice to that mom but also be willing to sacrifice billions for her utopia.

I'm fine with "pragmatic and ruthless in achieving my goals" but I hope Cattleya stays on the side of being able to afford kindness given the opportunity rather than being revealed as some incredible master manipulator where every action is later recontextualized as evil. Even if she ends up as a primary antagonist her motivations and decisions don't have to be cartoonish.
