Well, it would, but i don't think the thing sticking out behind the guy's back looks like a whip handle. Besides, order in the sentence (if it's anything to go by) would indicate that the person in the left panel would be the first one mentioned.

How many heros are there? Is there a hero for everything at this point.

It was mentioned a few times that there are 10 heroes. (Well, up to 10 heroes, at least. It can take a few years for a new hero to replace one who died, and several of them have died recently.)

So far, we have seen: Healing, Magic, Sword, Cannon, Axe, Gun, Spear, and now Whip and Hammer. So there could still be one more.

Honestly getting tired of the author arbitrarily creating new heroes whenever the plot needs an antagonist.
Unless there's going to be an actual spoon hero, that one would get my approval.

They did said the world usually have 10 heroes and they're killing them faster than making one. Usually it take up to 2 years(?) for new hero to come around.

They're just speeding up the steps.
