Part of me wonders if it's because the sack broke and ruined the "trick". Just because the ringleader wanted to make sure she hadn't looked in the sacks when they first captured her, which seems like an odd thing to ask in that situation.
Letting all the victims go home safely feels a bit too generous for a specter.

It is probably the circus itself, I bet. It explains why so many people can go missing, as it has shown, and yet nobody really questions the act, they get snatched, they die, they come back without even knowing they died.
