That "hikk waah" guy was a greenhorn, who shouldn't have been responsible for making sure the hobgoblin is dead. It's pretty weird such an extremely crucial role was given to a newbie. That was their greatest mistake.These people doesn't come off as someone who think that the boss could be killed with just a single hadouken so it feels weird that they don't have any plan about double tapping the goblin. Either a second hadouken or those supposedly "trained veterans" immediately stabbing the goblin's heart but nope. Nothing at all.
The point here that those guys was slowly approach Hobgoblin, and had time to ask "did we get it?", before someone decided to use sword to stab Hob's heart. All things just feel like "amateur".they did try to kill it but it regenerated before the guy could deal the last stab the comic shows this.
using two of those energy balls in a row would presumably take too long given the charge time.

Veteran would quickly make a move to cut that Hob down, be arms, legs, head or torso, since they knew Hob has very high regen ability. Just a burn outside would never enough to kill it.
