Bombs like that used don't vaporize bodies; and the explosion itself is evidence that the person killed either was never the person at the top or has been replaced in the hierarchy. And my point concerning faked suicide explicitly applied to the case in which the state had been penetrated by agents of the (other) criminal organization; it is easier to quash an investigation when you give people a less thin excuse for looking away. In other cases, a bomb might be fine, but that doesn't change the point that the fourth option (listed in my earlier comment) makes more sense than the second.
The point is that the criminal organization is not behaving in a manner consistent with any coherent sets of assumptions and of objectives.
