@DrMuhammad he didn't seem like a wuss to me. He just has moral doubts about killing children,. He didn't show much problem with anyone else, just children.
...And his squad leader, who seemed to have no life outside work and so he was not sure he would leave anyone live, innocents, squad mates or whatever, if they got in the way of the mission. Ssomething he saw was wrong when the dude risked his own life so Tobias had more chance to survive.

Kinda easy to leave that moral hang-up pass through your training.

It was for the BOPE homepage, so it was probably referring to an intranet portal. Nobody outside the BOPE should be able to access it. They could be more careful tho
