It's only chopped up like that due to the online publishers stretching their pennies,rarely ever do artists do this on their own,those who do know a good spot to chop it so it doesn't get stupidly awkward.

Yay,someone who hasn't seen the successful move to actually have whole chapters.

Simply put,no,it is not as it should,and plenty of scanlators realise this once you actually tell 'em.

They have the simple ability to connect the chapter as a whole once the chance arrives,which although makes chapters release with more time in between,it's so much easier to remember what happened in a chapter when the proper flow is followed.

So yes,scanlators are the listening ear,and it has been noted that the Mangadex guide is simply that,one which is outdated.
