Hmmm. 1.2mil to 1.12 mil in... a few months? Days? Weeks? That population loss is quite steep. I thought loki took over because she thought population control was a dumb thing. Why is the population going down despite her rule?

All the new populations are vast-growth from machinery, and natural sexual reproduction doesn't exist in the Captial, so no new population could have been created. Furthermore, as shown in chapter 13, the Empire gave free healthcare and maintained the city infrastructure, the people themselves are useless when it comes to taking care of the sick and injured as well as building and maintaining their houses (many were destroyed when Mitama erected a giant tree to destroy the Capital building). So now there is a homeless problem and people keep dying from sickness and injuries, without any new children being born. Without Mitama's creation ability or directly manipulating humans' desires like Dakini, Loki would either reactivate the necessary machinery that run the Empire and took control somehow, or used her illusions to literally teach everyone how to function without the machines running everything, or both.

We don't even know if Loki actually ever cares about the people's freedom rather than just wanting to be a god (which requires followers), she is as full of shit as Yukito and Gaia when it comes to manipulating people.

P/S: Pretty crazy to think that living in Canada is even worse than living under the Empire rule.

It's really wierd to see the anime ahead of the manga for once. The anime season 1 ending was a real asspull though, generic last minute two-parter. In general the anime adaptation came too early and thus was rushed, low budget and will be forgotten just as quickly.

I believe that those casualties are from when there was nobody in power/managing the system. Now that she's got things under control, she probably hopes to keep the population growing and to keep up the illusion that she's the Emperor to keep her believers.
