Either way, I am sure the count did not expect a governor to be worldly when he offered that position to an unknown atelier meister. That is a position for a researcher, and they stereotypically tend to be bad with people.

I've never been a count, or even a boss, but I imagine an atelier meister who is bad at governing would be less "under the count's control" and more of a "loose cannon". He's take the count's reasonable suggestions, and turn them into something weird.
But since frontier town has been working fine without a governor, I think the count is fine with having a less than competent governor.
