When Shima was cast down in Chapter 24, she was directly responding to Tashiro's question of "Wasn't it an old woman?" with "Yes, it was an old woman." The call and response that eventually got Moribe was "You're going to whip us as soon as things look bad for you?" with her non-verbal response to the negative. (I don't have access to the raws; I don't know if Shiratori phrased any of her follow-up statements about apologizing as a question, or if the dialogue was swapped to make the English flow more naturally, though Moribe was undoubtedly denying all of it.)
The situation you mention is more like Shiratori asking a question, and Moribe ignoring it in favor of her own question. She didn't answer the question, though she did respond.
Even if it would provoke a response, it's obviously not what happened. Shiratori figured out that "a question answered" would result in the roles swapping, but not that any response would count as an answer. If that were the case, any sort of response to a question from the "pigs" would count. It had to be a literal reply to a question, not a figurative reply.
