I'm pretty sure that contract bracelet will take over the users mind when he sees the demon lord. It doesn't seem like it is very effective now, but it seems like it is subtly doing it's purpose and guiding the hero to the demon lord. Why else is the king so willing to let the hero go?
The previous soldiers attack seemed to have been done without the kings consent, imo.
