Well, I watched the anime first and read manga later, but seeing the anime, I could realise why Takagi-san fell in love with Nishikata... He’s adorable, too simple-minded, even if he wants to get back at her, he’s such a nice guy that always refrain from actions resulting in getting her or her feelings hurt
Plus he gets embarrassed soo easily! And he doesn’t really holds it against her or hate her for that! But goes along with it and accepts his defeat (doesn’t turn to do things too cowardly)... Maybe that’s the reason he never really got her, cuz he never really intended her harm or ever gave up his morals to defeat her! Also, he’s too nice to properly tease; that is- if he succeeded, he’d probably feel bad for the other party, like whenever he manages to get Chi, she gets sad(like when he pretended to fall after she pranked him, or when she couldn’t skip rope 20 times), and then he gives in, ultimately resulting in his loss. To tell you the truth, his actions are pretty easy to read(being the simple minded guy he is), and through observational skills and clever mind of Takagi-san, this just had to come to be... I think the story is well thought, it is intentional, that we aren’t shown her weakness, but she should have it, in the parts we don’t know, that goes unmentioned.
