Yes that's Asebi, the second princess of the south and the MC of the prequel. This is going on during chapter 12 of the prequel (manga, not sure of novel)

I think they're both aware that they're acting; it's why Yukiya switched gears and acted so obvious. He's basically telling her he's smart enough to not say anything as answers to her fake concerns.

Not sure for the significance of the kumquats tho, I might need to reread past chapters to get it.

Kumquats are a symbol of Wakamiya and actually Yukiya plays this card of bringing up kumquats when he wants to talk about him again in the fourth book. Basically, in this case, he's subtly trying to say that he doesn't want titles or jewels, he just wants to go back with Wakamiya (he really hates politics after all).

The empress sure is making her intentions super obvious. That doesn't seem like a good showing politically, but maybe that just speaks for the extremely sheltered life of noblewomen in this setting.
