This is how GDS operates, they let their patreon members decide which series gets a chapter next, and otherwise release like one chapter every few months to make it seem like they're still actively working on it. If anyone tries to snipe a series from them GDS will come in and dump like 5 chapters at once to maintain their chokehold on the series and then promptly return to their regular low-effort, low-frequency uploads once the other team gives up.

Pretty much every group that does multiple manga and has some form of donations does this. They don't really give a flying fuck about the stories until someone threatens to disrupt their income.
