the difference is usually that the first category gets paid in coin and/or can leave whenever they want.
the other doesn't get paid at all, or are not allowed to quit ( sometimes both ).

from the look of things, I would assume they are all in the first category, but they stick around for the benefits and good pay.
they are far to well off to be slaves indentured servants but its a bit early to say for sure... they are working for nobles after all.
Living as a maid for a rich noble ( assuming the noble isn't abusive and/or sexually harrases his staff against their will ) is not a bad life for the most part anyway.
You get high-quality food and you get to were clothes that most people could not afford in there a lifetime, even if the work hours are like 14 hours a day 7 days a week.

That said most servants working for an isekai protagonist live like kings.
The only problem is that the ending hints towards the new servant may or may not be another isekai protagonist as well and is out to kill him mind-controlled, or just severely traumatized.
