I understand what your saying. However this has been going on for all of Rika's life, or at least since the divorce. Being an absentee parent while still trying to control your child by having people keep tabs on her while telling herself Rikka can do whatever she wants. Look how quickly she started manipulating Takuya once they met.

If they meet and she apologizes okay good, start building your relationship back up. As it stands now she seems like someone who ran out on her responsibilities as a parent when what her daughter wanted most was to be with her.
