I saw a comment over on Danbooru on one of the comics with the elevator girl in it that suggests she's gained knowledge of how the apartment complex works thanks to the outfit. In the comic where she first appeared the original elevator girl woman (who appeared to be human) knew what floor Arai-san wanted without needing to be told the numbers. Thus she had significant, if not omnipotent, knowledge of the entire complex. But then she got sick and died and the elevator deteriorated badly. This bird friend put on her outfit and seems to know a lot about the complex now, knowing how this room works (even where the other friend was) and later on how a mural in a hallway works. She also seems immune to that mural where others aren't.
