It's impossible to predict where too rapid development would lead, plus the world would become too dependent on Shin. He would also ultimately gain an endless amount of fervent enemies, who would have either lost their position due to his inventions or be in a clear danger of having that happen to them. To be fair fast moving vehicles that dont require horses would be come revolutionary and cause great economic boom from merchants and supply lines. the problem is that most of those development will quickly researched how to be applied to military purposes.
hell, to us, most of tech development existed 1st and foremost for military applications and then got civilian uses. so rapid evolving tech will likely only leads to monopolies and wars
