@Rayodino She's worried about the world changing too much, too fast, and it all being due to the efforts of a single person, who's somewhat lacking in common sense. It's impossible to predict where too rapid development would lead, plus the world would become too dependent on Shin. He would also ultimately gain an endless amount of fervent enemies, who would have either lost their position due to his inventions or be in a clear danger of having that happen to them. There would be those who fear major changes and above all a person capable of bringing such a change.

Better to have rapid development than be stuck in the dark ages where people die since they don't have access to technology, no matter what people think the present world is a million times better than the past world without technology

To be fair fast moving vehicles that dont require horses would be come revolutionary and cause great economic boom from merchants and supply lines. However if it were to be used in war troops could be transported quickly without the resources used on horses. Than again mc has teleportation magic. . . .

the problem is that most of those development will quickly researched how to be applied to military purposes.

hell, to us, most of tech development existed 1st and foremost for military applications and then got civilian uses. so rapid evolving tech will likely only leads to monopolies and wars
