I don’t think there is a joke here, the mangaka is just using the Drake meme template to make an observation about tights (that I do not understand either). He(?) is an extreme tights fetishist - in pretty much every single work he has made, the girls all wear tights, and he even has multiple works where tights are the central theme…

That's true. But we need a tight expert here to explain the differences between those 2 types of tights.

Connoisseur here and I'd have to disagree with author-san here. Seeing the margin of the control top portion of the tights, peeking below miniskirts is simply divine to me.

Edit: no, the one peeking is not me; what I meant was the margin between the panty and stockings portion of the tights that's peeking out of miniskirts 🤣

I might not be correct but what I transcribe from this is that it is about framing. Rings that gives structure should in author's preference be higher. It makes legs look longer and makes the pelvis region more in it's own focus. It kinda has the same effect with booty shorts vs regular biking shorts. + rings don't show beneath skirts and shorts when they are higher.

I saw two layers here (3, but I don't think i need to explain the Drake meme. That's a 5 second google if you don't know)

1. There's a concept known as Zettai Ryouki (ZR, lit. 'Absolute territory') that's a whole other thing to explain, so look that up of you need to. ZR is the highlighted region, and that is what is being rejected.

2. What's being accepted is the entire region that is tights. Because the author really loves tights. The whole tights, not part of the tights.

It's a bit confusing because ZR is usually used on skirt length, but there is no skirt here. It's Schrödinger cat you opened the box. And the answer is pink.

Absolute Territory is a concept that's relevant to thigh high socks, not tights. I don't believe that to be the authors aim.
