Seems it wasn't a drill after all, it was just... "predicted too early".

Love how Taiyou took charge of Tsukino's safety, 'twas cute; but then I'm also concerned that nobody else in class remembered she can't hear the drill alarms, and worst of all the teacher seemed negligent about a student who should be receiving extra consideration in exact situations like this.

I actually have never seen an earthquake in any slice of life anime or manga even tho they should be quite common in japan.

Fun fact: there ARE alarms made to also work for people that are deaf! The simply have flashing lights in addition of the sound. Also, ideally, drills would be used to figure out any big flaw in the place‘s precedures… and we saw a BUNCH of them here. :X
Here it’s clearly used to make the boy look good, but IRL I would be FUMING and complaining to the staff to fix their shit, no question asked!
