Maaan I hope so, or else this is such a wastePossibly to build up Youka or to inform Qin of how behind they are in spy matters so they can work on that?
I'd guess they didn't want for a non-battle arc to drag for too long? If not that, Kan Pishi has served his purpose for the story, and it was great and impactful. If he stayed longer it wouldn't have had that same impact.
