I'd guess they didn't want for a non-battle arc to drag for too long? If not that, Kan Pishi has served his purpose for the story, and it was great and impactful. If he stayed longer it wouldn't have had that same impact. I personally wanted this kind of story-telling instead of the usual large-scale battles though.

even though i greatly mourn the loss of my boy who ive only known for like 5 chapters, i do see a lot of importance in this little arc. It gave Shin a way to internalize his feelings about the whole kanki deal. Han getting discovered to be spying on Qin is a good segue-way into them gunning for han next. Youka's ties with Riboku is kind of a huge deal too, and it really explains why Riboku had so much trouble dealing with Kanki since Kanki was very reserved with his plans even among his right hand men
