I guess if the total number appears immediately then Han will plan for a last stand do-or-die and delay tactics (for reinforcement from other states), but by giving them hope (60k), then having them slowly realized it’s 160k then 260k over presumably a couple days that will make them lose their heads. Like, the bigger the hope, the bigger the despair.
