IMO that's because Tou rarely make grand moves and his achievement must surely be shadowed by Ouki back then

I'm pretty sure I recall in the parting words of Ouki before his death, he noted that Tou is totally an equal caliber qualified to stand at the same position as Great Generals, but Tou simply refers to be the right-hand of Ouki. No wonder in the series, the Ouki army was the last actives of the past Great Generals of Qin. It's like having both Hannibal and Scipio leading the same army or Napoleon and the Duke of Wellington together.
