Not really.
My first thought was same but reading further it was changed.

That country is responsible and teaches proper handling of firearms, while NRA and proper handling of firearms is oxymoron.

While there are responsible gun owners in NRA, if it was like that country, American traditional school shootings would be practically unheard of.
