@Hollow7F I do understand what you're saying, however when Inuzuka tells Hasuki that they will face off in the elections, Hasuki doesn't say anything along the lines of "I don't want the title of Head Prefect. You would the right person for the job.". In fact she seems like she's eager to face off against Inuzuka.
Also it doesn't change the fact that Hasuki is not doing much to help Inuzuka get in the good graces of the Black Dogs. If anything, she kind of made things worse for him with taking all the glory for the cleanup they both were supervising. You would think she would use her popularity to help Inuzuka out with his predicament, but she doesn't do much to stick up for him or have the students acknowledge him for his role in the the clean up. It's just weird that Hasuki seemingly shows little to no concern over the fact that the man she likes is more or less hated by the Black Dogs.
You're right saying that Hasuki will more than likely win the election. These kind of election plots usually end with the person whose victory changes to the status-quo the least or is assumed to have "no chance" of winning getting elected.
