well....it does seems to be a just teasing novel , so no they will only have sex near the end of it if at all. The focus is on the girls losing their minds on mild touching, no sex at all just ecchi comedy

It hasn't been outright said but I think it regenerates. We see the teacher casually touch a student during class and absorbs a small amount of EXP. If it was a limited resource then it would be more closely guarded.

It's every man's power. Any contact works, but the more intimate the contact, the more and faster the EXP transfers.
MC's EXP is just so high that even a tiny trickle from a touch can potentially knock out an inexperienced girl.

He wears long close and is careful with his hands, so there wouldn't be a chance for contact unless intentional.
