Japanese use the same term to describe both forms of non-blood related siblings -- step-sister and sister-in-law -- and it depends entirely on the context around the relationship to know which one it is. ChatGPT lacks any way of deciphering the context, so will choose arbitrarily. In the case of her being adopted into the family, she's clearly his step-sister.She's both.
