They have met only in flashbacks. Anne fought the O'Connely battle and had her hands on some Ruin's docs. She gave it to the Thor to buy A-10 in the Pray episode. And in this episode it was shown that this man is the one who orchestrated the O'Connely chimera project. Also he was one of the "observers" from Pray's epilogue.

But it's still quite weird for me when a group of people trying to use type 0 beast as a distraction. We know from tobal that trying to control a beast is a damn bad idea... or observer now has special capability to control over them?

Basically in Tobal no one tried to control a beast... Zion rampage was implemented to be incontrollable monster.

but this man... in the Pray epilogue thay said something about experiments on the beasts and queens (and another foreshadow that is hard to understand for now). Fear stealed from them one of the daugther queen from Pray's womb (?) or smth. Also one of them negotiated with Bishop. So i suppose that they have controlled beast or this fleet is their beasts allies.

@rennov The observer guy with the glasses here (Dan, I think) isn't controlling Coffin Keeper and the other AGs. He only lured them here with a warp marker, as mentioned in the last pages of Part 9 from this arc.
