Seems like they made a bit of a continuity error. Tohru and Elma reconciled right before the magic school arc in the main story, and Chapter 46 of this manga took place during said arc. So it doesn't really make sense for them to be acting like they haven't made up yet. I suppose you could just say that this is an out-of-sequence chapter though.
