I should never expect less from Maid Dragon. This manga has consistenly been far more real about most topics despite being so absurd. Kobayashi could not play cold fish forever. This confession was so like her too. (Did Tooru just faint and crash into a barrier? lmao)

My brain was just fried by all the cuteness in the second half, I almost forgot about sword-chan appearing in the panel. A loli as expected.

First: Yes it can totally mean that.
Second: In this context it means romantically. It's damn obvious. You have to remember that it was a reply to Tooru saying she loves Kobayashi. "I love you" "I like you too". That was the entire point of the conversation. The fact that Kobayashi "likes" Tooru as a friend has been established ages ago. So to justify this as a step forward there is literally no alternative.
