As Vigorous Jammer told us, basically Ryo says "chin" before he's cut off, so everyone thought he was going to say "chinko", AKA "penis", whereas he was probably just trying to say "chinkoro", which is an old-fashioned ribbon-like hair accessory. The idea is that he was trying to tell Reiko to wind up her top with that chinkoro, but he was never able to finish the sentence.
We don't have any better explanations for it and I think this one both works and is funny!
