I appreciate that Midori is trying a non-violent option first, it's better than an onmyouji that comes in guns blazing (like the brother in the story apparently did, clearly if he hadn't shot his sister in the first place she'd never have been revived and none of this would have ever happened). But the "do nothing" part of the deal makes me really annoyed.
It's one thing to say "please come live with us where you will be safe from madness" (and a prisoner)
it's another to ask people who are dying to give up and not look for a solution. If she's worried about external factors she could easily ask to be informed of any plan they have so she can set preventive measures and not the taken by surprise, or even asking to have the right to veto any plans she deems too dangerous for the masses.
Her way of doing things makes her look good and peaceful, but it's still an ultimatum in the end. She's not giving them a choice, just pushing for kochou to voluntarily incarcerate herself and live a dream lie (because I imagine she would be catered to like a princess to keep her calm) until she disappears because it's easier than forcing her to do it. It's also lazy. She's decided that there's nothing to be done based on her peoples records, but in the story they didn't get involved until it was too late when Shirogane's mother had already lost it. Kochou is still okay, there's time to look for other possibilities, and onmyouji skills could help. And if she was really trying to be nice she'd consider this. Instead she's just camouflaging her intentions into good will.
I tentatively liked her after her story, but this hypocritical stance makes me dislike her. I'd like it better if she said "look here's what happened in the past... I'm not letting that happen again, so I'm taking you back home where I can keep an eye on you (and kill you if you start losing it)" Pretending to give them a choice (and one no one would take if they hadn't already given up on everything) just disgusts me.
