I didn't find it last time either, but I did find this which was reasonably close in age (it's about hundred years old, which IIRC is what the reference in last chapter claimed it should be) and how it was presented (like random voices picked up from the cityscape). https://en.wikipedia.org/wiki/Paris:_A_Poem
(Only difference is, no actual recorders involved - just people or imagination. On the other had, recording technology was probably not good enough to have it mechanical in those days, would have been cheaper and easier with one or a number of listeners.)
