Something only mc can see or interact with, at least for now for power level or plot purposes , maybe like his village/local/ancient god(s) or guardian(s) which everyone else just know from stories they heard like in the first page. The ice summoning could be local variant of magic,maybe there are different types of magic outside or maybe not.MC seems to summon ice fine in the baby seal scene.
