These two do not look like your average polar explorers. They give off a villainous vibe, tbh.

... But most of the characters have shifty looking eyes. If you're going off the fact they got gas masks, they're scavengers of the ocean tribe looting abandoned ships. Those masks are probably actually oxygen masks so they don't drown when using their own power

The combination of the high-rises on a small island that Maya drew, refugees and exile being mentioned and these guys being so excited to see land makes me wonder if Maya's homeland is strained for resourses like land or food somehow and the reason for them to invade Aki's polar continent will not be oil as people have suggested earlier, but something more desperate. It could even be that they are having the same trouble with black blood somehow.

I was wondering how an industrial society like Maya could never interact with the people in this cold region - I'm assuming Ilva has been destroying all previous explorers's ships just like how it attacked Maya's ship.

I took me way too long to realise that Maya has escaped from a different ship and not the Boreal... I was even confused how it kept blaring the horn if it was supposedly destroyed, gah.
I think what gives some credence to the new guys being villains is Maya's reaction to seeing the Boreal. At first I thought that she has hesitated to fire the signal flare because it would immediately alert the bear, but now I think that a part of it could have been that the people on the Boreal are the people her ship was trying to run away from in the first place.

Huh? People thought it was oil? I thought it was that the sea was rising and flooding their lands

Yeah. Hovewer, the fact that they boarded the ship to loot it rather than to rescue potential survivors or to investigate what happened with the ship doesn't make them look good.

First I thought the "invasion" is a just the big world doing its usual thing: exploration, search for resources and expansion. With little regard for the local natives. Now things look a little different. As you say, they seem to have their share of troubles too.

I almost wonder if this is a Waterworld/Gargantia on the Verurous Planet scenario where all continents sank except for the edges in the arctic circle, but in this the Polar regions still have land.

Or, barring that, something happened to the land and everyone has to be on boats. It may also be that there's some sort of barrier/blockade around this land mass that's been breached.

Any which way, seeing land is an emergency event.
