To be fair the guy didn't do anything wrong.
He wasn't even friends with FeMC in any real sese. He was in love with her so he was trying to approach her, then saw her doing something nobody would ever want to see their crush doing (especially at that age), gave up on her and got depressed for a while over his heartbreak. That's a very measured response. Whether out of concerns or out of spite, could have contacted the school or the police. If he was opportunistic could also have tried blackmailing the FeMC. Or he could also have spread the bad rumours and/or participated in the bullying himself, which it seems like he didn't. So doing nothing and feeling bad on his own is about the best reaction you'd expect from someone in his situation.
The most questionable part he ever did was blowing up on the girl that had a crush on him, but considering how much of a bitch she was she honestly deserved worse. If anything, this guy has my condolences for having to deal with her now that she somehow got her hands on him.
