It's safe to say they are cousins. But, you guys have to know that in Japan (and most other countries in the world including mine), even first-cousin marriage is totally legal because it doesn't count as incest in those regions.
The only time I've heard cousin relationship treated as incest is from people online and most if not all of them are probably American.

Look, I'm not blaming or making fun of anybody here, I'm just stating the truth. And duh, I do recognize that they are most likely first cousin, that's why I mentioned it.
Regarding it's incest or not. From what I understand, incest is forbidden relationship by two people who are too closely related to marry each other.
Are they closely related? Yes. Is it too close? In most countries, no. In China and some states in US, yes. That's all it is.
So no, it's not incest in my country and Japan, where the manga is based. It may be incest for your region specifically. But, that's all it is. no need to think that what other people said as offensive. You are reading too much into it.

@Barrong You should read other people's comments for context and realize what they say may be for someone else. The world doesn't revovle around you either after all. I wasn't talking about you on that one, I was talking about Freestyle. He takes jabs at America every chance he can and it's pretty petty. It doesn't have anything to do with America and yet he brings it to the equation for no reason except to shit talk the country. As for what I define as incest it doesn't have to do with marriage or law. Just cause some incestuous relationships are legal doesn't mean it's not incest. If they fit the criteria of closely related and having sexual relation then to me it's incest. All the cultural stigma and whatnot comes later.

And, like I said multiple times dude the BOUNDARY of incest is different for everyone and it doesn't revolve around your culture. For instance, in my country, incestious relationship may come from not only consinguanity but also affinity. Milk-siblings relationship is also treated as incest here, even if they only share the same woman's milk once, nevermind step-siblings. Despite this, first-cousins relationship don't count as incest. I admit though it's as close as it can get.

Will make comment on the incest rules. It's actually very peculiar outside of direct siblings. In one of the two clans I belong to, it is actually impossible to marry my 102nd cousin (not a typo) on incest grounds. But it is possible to marrymy a first cousin because it isn't considered incest. Personally consider 2nd cousins a no go, but it is allowed depending on circumstances. 3rd cousins range from older than my parents to as old as my nephew & niece, so that would be a pain to track. But I know some of them (not all) would be considered incest culturally.
