here in canada, the first driver's license you can get, you only have to pass a written test

The driving test is done in the test course in the test center, so she probably never drove in an actual road with other cars around

So for fun I looked up how long it would take to drive from Osaka to Wakanora Bay. It’s a 6 hour drive plus 10k yen in tolls you have to pay. I was baffled at the high cost to drive by car. I also saw you could just take the Shinkansen which cuts travel time down by an hour, I guess you would lose flexibility if you did that though

I think she only has a provisional license because getting a full license in Japan requires 10 hours of road practice before taking the test.
Wait but then you need to be accompanied by someone who's had their license for at least 3 years.
I think the manga-ka just doesn't know anything about licenses in Japan because they and most people don't bother because of the excellent public transportation and the hell tests (people talk about it taking 7 tries to just get a provisional!)
