You literally gave an example yourself.This is a fantasy setting, they don't have easy access to electricity, so the only means to power that refrigerator would be enchantments or manually loading it with ice.
Also, ice is exactly how fridge did start. And yes, it did reach most households.
That said, that's not even the only way, really. The oldest fridge known to mankind is literally...any running water. Can't get easier than that, though it's obviously locally restricted and outside the scope of this topic.

Rich people that don't have powerful magic would most certainly want a tool like that. That alone makes a fridge a valuable creation. And once it'll be widespread enough, then it will get more attainable for the lower classes.
