what the heck, the manga itself drawing quality, panels etc took a nosedive in this chapter most of the time the author didn't even bother drawing the characters and just placed some shadows. Honestly this feels as if what've got was the manuscript and not the final version ready for publishing

I'm gonna guess he decided to give the plot development more thought than quality control of the art, since it would become the foundations of wherever he could take the story from now on. I mean, that was quite a lot of political and economic influence being flexed in this chapter.

Credits also show that there is a separate artist from the author, so it could also be that the artist may have other projects on his plate, and had to compromise for speed to meet deadlines.
