Actually I'm not sure. As far as I know, in the LN she was originally unnamed (just a pretty onee-san) and the early LN didn't have any illustration of her (because of course you can get away with not having any visuals in a mostly text medium). Then the anime came out and she was given a name and design and eventually even the LN illustrated by Mishima Kurone adopted that design.

By the time the LN had a design I suppose she was a full-fledged character with her own personality but before that, I don't know. I don't know whether she was supposed to be a recurring character or just any interchangeable generic receptionist.
