No, I think Sunwoo was acting on his own. He's just a gangster. Her father was probably in debt to him or something.

Donny, on the other hand, is just trying to return the daughter to her grandfather.
Grandfather is running some sort of conspiracy, though so he's not much better than a gangster himself.
