So she's planning to potentially traumatize Rose for life to help her?

Hibai's job is to make Rose stop protecting Benika's father (one of their targets)

The way Babylon see it atm, Rose is only protecting dad because of her love for Benika.
So if their relation sours and they break up, Rose would no longer have a reason to protect him.

Since one of the condition for this is to also not turn Rose hostile against them, Hibai is trying to guide Benika into learning that Rose murder people for her job and think that Benika would break off their relation as a result.
Though she got a bit impatient with how hesitant Benika was and chose a bit more impactful method at the end there (to have Rose straight up come and show off her skill in a hostage rescue situation)

Hibai isn't helping Rose nor Benika, she's just doing her job.

p.s. I think Benika's hesitation is more that she herself is surprised at how 'ok' she is with the revelation, and not Hibai's thinking that Benika is still refusing to accept the truth.

I really hope that's the case. I've been thinking that this whole time but this chapter makes me unsure. Her father saw Rose in action and hand waved it but Benika did seem hesitant when asked the question.

He most certainly didn't tell Benika how much of a kickass Rose is, partly because it'd require him to tell her about the fake police and all that (or that his life is being targeted)

The continuing unpredictability of this series relies on how nobody's got the full picture and come to the wrong answer a lot of the times.

For example, at this point Rose and dad still aren't aware they're the hitman and priest in that confession booth.
In fact, Rose was determined to save the priest all the way back in ch6, before she even met Benika dad proper.

Even this secondary plan is horrible…doesn’t she know about the ‘Suspension Bridge Effect’?

If Rose comes in and heroically saves her it’ll just make Benika fall harder for her.

I think Truck-kun is working for the church and has been tailing them this entire time…driving silently.

I think we are getting introduced to a new character. And that character is obviously the omnipotent Truck-kun!
You can spot a quality plot when you don't know who is going to appear. Let's just enjoy this proverbial wrench in Hibai's plan "A".
