So all they would have to do is make a comatosed body grow to maturity and do the same but on a massive scale.

Yes, but mainly she also did so only because of the MC orders.
Cloning some humanoid helpers was the only way to do what she was told.
Which is why MC was shitting his pants when he found out.
But the main point of it all was if she has the ability too in the first place.
And she most definitely does.
