TBF, the Espada's ranking was based PURELY on maximum output, not actual skill (Case in point Yammy going to 0, but being a pushover for the captains because he was that much of a musclehead). Ulquiorra was more like the leader on the grounds that outside of Aizen, he was the one who was actually giving any real orders/formulating plans to the others that they (tentatively) chose to listen to.
