Indeed, simply because in this world the biggest risk for a pure noble is another pure noble can kill one another, and what's your most vulnerable state? When you're getting it on.
Just like many other magic based story, there's 3 tier of magic user, Pure, half and non user, it's just here the separation between each is as high as the ground and the star in the sky.

When you're half, you can use magic, but only about your normal usual 'adventurer' level, while a pure blood are basically heroes capable of changing the flow of a war. Thus why pureblood are to marry another pureblood, but they are incentiviced also to have many mistress (if they can) as with more half blooded children's = more manpower capable of using magic for that noble family.

I was flabbergasted seeing the first comment on this Manga's main comments section, I can't imagine being that upset over something like this.
